The guy's been a solid friend for nearly a decade and it was low level bullshitting when he was just waking up. I know the concept is foreign to zoomers but there used to be a time where you could get on with people despite not agreeing politically and he's closer to a blue dog than anything else.

Desperation more likely. You do not do dry runs, ever, for surprise actions. By doing it now they allow ample time for a response to be formulated and put into action.
