Victoria has the psychology of a spoiled child, but she is very much an adult deep into her 20's. Her entire strategy for surviving in the world is to feign helplessness to provoke parental figures, and her actual parents, to step in and fix her problems for her.
I don't think it's a coincidence that she really starts to ramp up the disabled cosplaying right around the time her first attempt at college starts to go off the rails. She couldn't be a child forever, but she could infantalise herself by faking disabilities.
I think her parents are already doing the best possible thing for her right now: they're not bailing her out financially, and they're not engaging with her bullshit lies. Previous attempts at tough love in the form of rehab/mental hospitals and the like have failed because Victoria is an adult and if she isn't going to seriously engage in getting healthy, it's not going to happen for her.
You can't force someone into rehab, you can't force someone into therapy, and you can't force them to stop shitting their wheelchair in public for attention. Victoria's parents have learned that the hard way.
