That's a complicated question, but the entire story can be completed and you can hit the level cap while playing 100% solo. They introduced NPC party members a decade ago. Endgame is hard, yes.

If you're talking "classic era" private servers, it's basically impossible to do anything in the game past level 10 without a full party.
