Could be Botox injections, although those are usually on both sides. Doubt it's Bell's Palsy just due to no eyebrow or eyelid drooping. Has Wu mentioned having trigeminal neuralgia? I haven't heard of local anesthetic being used for that.
I'd assume it's just an effect of the massive amount of surgery he's had lately. If he's had surgery to try and hack away at that weak jaw he has, there's a good chance of nerve damage for obvious reasons.
The facial nerve, which supplies muscle tone and control to the face, is usually deeper than that, so it's less likely that be the result of cosmetic surgery. It could be hit from a botched deep ear surgery, but I doubt Wu has had any. The only really superficial part is the brach that controls your salivary glands and supplies taste to part of your tongue. That wouldn't cause facial paralysis. Trigeminal nerve is more superficial and is more likely to be hit from surgery. That can cause some nasty neuropathies and numbness to the face, but you would otherwise be able to move your facial muscles.
