fine? it's really not that much food, speaking by volume. your average steak at a restaurant is more food than that.

It's actually only illegal to sell cigarettes to anyone under 21. The legality of smoking under 21 is a grey area. It was the same when it was age limited to 18.

When I was in high school there would be 14 year olds smoking cigarettes on the corner outside of school and the cops wouldn't/couldn't do anything about it. (I'm not a lawyer)
