However shutting down the revolving door legal system and cracking down on crime with deportations would help a lot. It isn't necessary to have a plan to deport everyone if you can deport the criminals and ensure they stay out.

15 years ago a beat cop could turn on a stingray it would act as a cell phone tower and begin capturing every cellular communication in the area. At this point that feature is likely built into squad cars. All this information is fed into a database and connected to facial recognition technology. Every time someone is pinged as a match their current location and activity is added to that database.

The better question is what technique might still be effective to hide. Only the unibomber types of illegals will remain.

There are massive amounts of illegals in the court system with blatantly false claims for asylum and many more that the courts have gone through the process of determining their asylum status, allowing every possible appeal, and ruling they don't have one. And we simply don't bother deporting them right now.

The Budapest Memorandum on Security Assurances is a big reason why the USA is involved besides just Europe defending itself, which means the USA is interested for a lot of reasons there as well.

tl;dr if a nation gives up nuclear weapons and signs the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), where the nuclear powers promised to defend that nation, and then they don't defend it, why would any other nation agree to sign the NPT?
