No, his grift this time is that since Donald "Hitler 2.0" Trump won the election and those evil Christ-o-Nazi Republicans will have majority in all three branches of Federal Government, Louie might have to "flee the country" so he isn't rounded up and sent to the tranny death camps. In order to do that he will need a passport, and in order to do that he claims he will need to get his gender marker changed on his birth certificate/needs a copy of his birth certificate (why he doesn't have one already, I don't know. Maybe he's triggered by his original one because it says he's male). And in order to do all that he needs (insert monetary amount here) and it's everyone else's responsibility to give him money to pay for it.

I think Lou is trying to use the “I might need to flee” excuse to cover up the fact that it’s entirely a vanity thing. He wants that passport to say that he’s a lady, so he can be like “See? I’m a WOMAN!” while he makes incel noises and looms over an actual woman in a threatening manner.

Apparently he does have it, as another poster stated. However, he still lives with his mother, and I don't know any mother who doesn't have a copy of their children's BC in the house barring something like losing it along with everything else in a house fire. And since he's always lived with his mother (aside from the period of time when he was apparently in foster care when Denise was serving a stint in the clink) his whole life, then he should have always had access to it. It just drives me bug-shit that he never thinks anything through so that his bullshit at least sounds like plausible bullshit.
