This is from my general weeb knowledge, what ive heard over time, so take it with a grain of salt. What happened in Milky Momo was a accident. It was NEVER intended to be a lolicon fetish show. It had what we know today as a loli, for a magical girl show in the 80's, for little girls. Back then it was just a cute little girl. That was the creator's intent. But the audience... well... do you remember what happened to My Little Pony? That happened here. But 30 years earlier. It got a male audience who obsessed over her. Fanatically. Unintentionally. To the horrors of all involved.I’m glad the creator said this right out because I remember seeing Milky Momo as a popular character for lolicon fans while researching.

Except the corporate executives. Ratings skyrocketed due to this new found audience. And basically against the wishes of the creator, they focused more on the little girl aspects. And as such created "lolicon culture" in anime as you see today.
