Probably not. He had the look and in-ring ability but he was awkward on the mic and didn't have the charisma of the other top guys (or even his own tag partner) at the time. Putting him with Rock was likely meant to catapult him into the main event scene but he wasn't getting over because his promos were just trash. I remember reading somewhere that originally BG was supposed to win against The Rock but Vince changed his mind after seeing how awful BG was on the mic.Speaking of Outlaws, could Billy Gunn have done better in his solo run in 99 if he wasn't feuding with The Rock?
Putting him up against The Rock did him no favors, though. Talk about being thrown into the deep end. Rock completely eviscerated him on the mic and no one could take BG seriously after. The timing was probably bad, too. They wanted BG to win KOTR (and for good reason), so they had to cut the Road Dogg feud short since it happened a month before KOTR. If they had broken up a few months before that to let him have a longer feud with Road Dogg and then another feud or two (Shamrock would've probably worked out well since he was worse on the mic than BG) a bit higher up the card after that before throwing him to The Rock, maybe he'd have improved his mic skills and it'd have gone better.
