(CBS) — Four people are in custody after a live-streamed video of a duct-taped man appearing to be tortured.

Police say the man victimized in the broadcast is a special-needs person who had been reported missing from a suburb.

In the video, believed to be from Tuesday, the victim’s clothes were cut, he was peppered with cigarette ashes, and then his hair cut with a knife until his scalp bled. Several people can be seen laughing and eating as the attack is going on.

“It’s sickening,” Chicago Police Supt. Eddie Johnson told reporters Wednesday evening at a news conference. “It’s makes you wonder what would make individuals treat somebody like that. I’ve been a cop for 28 years, and I’ve seen things that you shouldn’t see in a lifetime, but it still amazes me how you still see things that you just shouldn’t.

“I’m not going to say it shocked me, but it was sickening.”

The incident took place Tuesday in an apartment on the 3400 block of West Lexington on Chicago’s West Side, police said. Officers found the victim wandering the neighborhood in an obvious state of trauma, and it was later that authorities drew the connection with the disturbing Facebook video.

“You hear the narrative that police are backing down and not doing their jobs. This is a perfect example of them doing their jobs,” Johnson said.

Four people — two adult males and two adult females — are now in custody, and criminal charges are expected. Three are from Chicago, and a fourth was from northwest suburban Carpentersville.

“He is an acquaintance of one of these subjects,” Chicago Police Cmdr. Kevin Duffin said of the victim. “Apparently, they met out in the suburbs. These subjects then stole a van out in the suburbs and then brought him into Chicago.”

The victim was treated and released from the hospital, police said. He is with his parents.

An investigation continues.

You know what turns one of those people into a racist very quickly? Moving into a majority black neighborhood.

Obviously individual blacks need to be evaluated not on the color of their skin but on the basis of their character and not discriminated against because of race.

You don't happen to know, offhand, how Illinois's law modifies the sentencing if the crime is already higher than a class 3 felony? I'm obviously not googling the right thing and am lawyerspeak illiterate - I can find the statute quoted earlier but I don't think I'm finding what I want.

A small fine or restitution doesn't seem to be a big deal. Well, $1000 is enough to buy hundreds of Detroit houses....

I really don't know about the Illinois law, and barely care, frankly. I'm not a huge fan of hate crimes laws. They're usually poorly thought out and at best, don't do anything particular to help the groups they're supposed to benefit. At worst, they create a class of crime out of thin air based on people having bad thoughts.

Not that I don't think the kind of crimes generally classified as "hate crimes" don't deserve more punishment, but that should come naturally as the result of sentencing procedures in front of a jury where sentencing is at least in part determined by the state of mind of the defendant. When a defendant's motives in committing the crime were particularly vile or reprehensible, and when the defendant's general mentality indicates a propensity to continue committing similar crimes in the future, they should get the book thrown at them on sentencing.

Singling someone out based on race is utterly vile, and the kind of person who commits a crime against someone mostly because of their race is very likely to reoffend, and should be kept away from society as long as possible.

Given Illinois and Chicago politics, though? Who knows. The result of this will have more to do with politics than law.

White flight destroyed the neighborhood I grew up in. I couldn't understand why all these brown people destroyed the nice lawns, front porches, etc. We went from cranky old white people to constant noise, litter, chaos and domestic violence.

Or beating up and stealing a car, dragging its owner hundreds of feet and goodness knows what speed all because of which way he voted.

Not seen any of that. For. Eight. Years.

But we've seen all of this since November.

All of it from Democrat voters.

This is where we're at in under three months and Trump isn't even in the White House yet. All because their minds are poisoned and they're busy endlessly jumping at shadows. They've committed these actions for twofold reasons.

Some have done it to try and ensure "the narrative" is made, the one the media and Clinton screamed about endlessly which turned out to be completely untrue, so they have to make it true. This is why you have the fake assault stories, the graffiti, Democrat voters at an event giving the nazi salute because it happened to back Trump and they knew it would hit the media.

The other are people acting in a "I'm not going to wait for someone to kill me" attitude. They haven't even got an idea of what rule book is going to be played with yet and are already demanding that people be attacked for what they believe in because "it's wrong."

I seem to remember Lowtax (interestingly enough) doing a presentation waaay back in the day talking about this. I forget the details, but the gist of it was that the dream of the internet died because, instead of bringing people together, it just enabled people to seek out those with opinions similar to their own. This created the prototype of what we're now calling an echo chamber. This was in the early 2000s, mind, but even then we saw it coming, though back then we were just laughing at furries.

And it's all just because the guy they didn't like won. I am not a Trump fan, but just a quick bit of actual research would show you his win isn't the end of the world.
