She probably does pay "rent" as they take a percentage of your social security/SSI check, depending on the state, usually around 30%. She probably only gets SSI with no SSDI which is a few hundred a month since she's never held gainful employment. One room with a small kitchenette and a bathroom. And yes, it's either elderly who have little assets and physically and/or mentally disabled adults. Not sure if her place has a tard van that takes groups of them to the doctor at one time and outings.

Its most likely Emily was dragged out of her apartment, forced to sit with other retarded people she doesn't care about (remember she's a sociopath), then had to be moved to her own table because she started getting angry at something petty and was then served a mediocre meal surrounding by paid carers who wish they were home with their own families.

One cafeteria turkey breast with gravy. One scoop of unseasoned mashed potatoes with butter substitute.

After being told she could only have one slice of pie, she stripped naked and sat on all the pies to "punish them (tablemates)" She was put in timeout for an hour but was still angry. The other residents were evacuated to another room and were brought pies from McDonald's.
