It's the sanctions. Economy got fucked in government areas but was fine in al-Qaeda ruled areas because the sanctions were less.

Occupied Golan falls under the Unity of Syria. Maybe I am misreading this stretch goal, but I doubt it. As I said earlier, there is a very narrow window for normalization here, but I would be shocked if its reached.
