It was always stupid that blocked accounts on Twitter couldn't see your posts, both because that's not how blocking should work (you don't see their stuff, they can't bother you) and because it's stupidly easy to circumvent anyway, as Elliot so kindly pointed out. I'm glad Twitter finally undid that mistake, but somehow I doubt Bluesky will come to the same realization.
And "very limited reasons why one would be justified in doing that," huh, Elliot? Maybe one wants to keep tabs on the bullshit you're spewing about them. Maybe one wants to report on a person who has made themselves a public figure. Maybe one just wants to laugh at a brick-faced chink troon. All of these are valid reasons. If you don't like it, you can just stop posting and deny him any material. But you're addicted to your crusade to be the king of the troons, so you won't.
Also, it's entirely possible someone else was taking screencaps and sending them to Jesse, so in the end there's really nothing you can do about it. Cope and seethe.
