It's more complicated than that. An American economist by the name of William Edwards Deming helped to bring the economic and industry theories and teachings that would become the backbone of Japan's modern industries into the 1970s. Before the 1960s, Made In Japan was not entirely synonymous with quality, at least in electronics and tech, until he came along. Even when electricity was introduced into public infrastructure, people still went back home and rested when nightfall came. It was postwar economic efforts that lead into Japan's Bubble Economy into the 1990s, and that was what got Japan to form its corporate salaryman work culture. I will admit too, it was barely 100 years since Japan was pulled out of its isolation period from the rest of the world, and that was at the cusp of the 20th Century. I think that's what you're looking for. You're not going to undo centuries of competitive warrior culture and obedient caste culture ingrained in genetic and societal behaviors in a period of less than 100 years. You can curb it, but that can only happen for so long. Also, Japan isn't a country that can sustain itself on industrial output alone, they are entirely dependent on other nations when they do and that all goes kaput if said nation decides no more or goes to war. Being ignorant of that is also what's killing them.
