I don't know UK laws but couldn't they just make it illegal for anyone to aid, assist, or facillitate a minor obtaining cross sex hormones or puberty blockers, either in person or online?
You’d need an exception for children with precocious puberty who actually need them, but yeah, along with prescribing them (ie. a separate offence and penalty for doctors).
ETA @Nero Fiddled you still have to make accessorial liability a specific offence, and criminalising use makes the child the primary offender, and the adults the accessories (which traditionally means a lower sentence than the primary offender gets). The real harm is adults supplying etc the hormones or blockers to children who shouldn’t have them, not mentally ill kids trying to get them, so the prohibition should be directed to those adults. I’d leave the kids out of any criminal prohibition as they’re the victims ie. them using them isn’t a crime per se, but every adult in the supply chain should be crucified. I would also add in counselling or procuring a child to take them as well, again with an exception for kids with precocious puberty.
