You have to remember this is Chicago. Their gun laws are New York, Massachusetts and California levels of insane. A varmint pistol and crossbow is probably the best he could obtain (or perhaps more realistically, what his now-dead parents could obtain.)

It looks like one of the .22LR pistols you commonly see. If I were to guess one I'd say a Mark IV, possibly one of the 22/45 types, with some accessories festooned on it. Most obviously a hoop action pull of the Tandemkross Halo variety or one of its copies.
