With H1B employees not being an easy way to save money, companies will end up hiring better skilled labour such as Americans into roles. This scenario satisfies all claims from Trump, Musk, and other parties. Ideally companies also do the math and realise that letting jeets hire their friends and family for roles they are unqualified for severely hurts the business.
