I doubt it. California policies have been hard to come by these past few years. Current holders are getting non renewed or face impossible documentation of things for them to consider carrying you.
Existing holders will be covered, the state will make sure they pay up and don't deny anything but you can expect an insurance desert in fire-prone areas in Cali after the figures are shared.

I cannot possibly think of a worse place to live in the United States than urban California.
You deal with fires, violent bums, tent cities, earthquakes, trannies, and traffic - all at once. For the highest cost of living in the entire country.
Unless you're some rich banker or techbro that can afford to live in a gated mansion, I have no idea how the average Joe could tolerate to live there.
