No, but actually yes. The LAND didn't just sink into the ocean, its still there, just covered in ash. I imagine prices for these lots will of COURSE plummet, since you aren't buying a house, you are buying a box of ash.
Personally, I like to sleep in a 'home' as opposed to a 'windrow of burnt ash full of asbestos' and consider a 'roof' the minimum standard for 'housing prices' as opposed to 'land prices' but you do you, I suppose.

That means you're looking at months to years before any construction starts. For many, rebuilding is something they cannot afford. It will be easier to move on to some place more affordable.
Some real food for thought here. Ya, not sure of any insurance company who will be able to pay all claims in full. Suggest the insurance companies will ask for government help paying these claims to keep from going out of business. Then the insurance companies will raise their rates on everyone else just to stay in business. This being LA, you still have tons of people who can provide money of their own to supplement insurance money.

Another dimension - shortage of workers. Many construction workers are illegal aliens. A number of these people could be deported once President Trump gets back in office, and doubt there will be shit CA can do about it.

Indeed, rebuilding will be one hell of a chore. CA overall is not a building-friendly place. There can be all sorts of permits needed, takes forever, costs out the ass. On top of that, if you own property on the CA coast you will likely have to deal with the CA Coastal Commission. They LOVE to fuck with people who want to build, rebuild, modify, etc., their properties. If I were to win the lottery I wouldn't buy property that the Coastal Commission could fuck with me about.

With the CA/insurance bureaucratic nightmare firmly in place, don't think it is exaggerating to say that it will take at least ten years to get everything rebuilt.

Not sure about a massive diaspora, though. Don't know if you've ever been to that area. I have. Live further up the coast. The location and climate alone are a far cry from New Orleans. That's why so many people struggle so hard to stay here. Am sure some will leave but suggest anyone who can stay will stay.

But right now, we're in the position of fighting off the alligators before we can even think of draining the swamp.

The story I heard is that at the beginning of the war the US was so impressed by the superiority of the German fuel cans they immediately copied them and adopted the design as standard-issue. Hence, forever to be known as the Gerry-can.

1. Sending firefighting equipment to Ukraine.
2. Refusing to do brush clearance or controlled burns.
3, Refusing to create Firebreaks.
4. Releasing billions of gallons of water from existing reservoirs in preparation for a rainy season that never eventuated.
5. LA's mayor slashing 18 million from the LAFD's budget.
6. Allowing bureaucratic red tape to inflate the costs and time budget to 4.4 billion dollars. The bond was approved in 2014. The reservoir will not be completed until at least 2028.
7. Refusing to remove invasive Eucalyptus trees after initially planting them along the highways to absorb exhaust. The trees are violently combustible.
8. Refusing all engineering projects that might relieve the water shortage crisis, including sumps, bolthole reservoirs, and water towers.
9. Repeatedly refusing assistance from other states until the shit hit the fan.
10. Losing access to Federal Assistance in 2020 because California refused to do basic shit to stop wildfires.
11. Prioritizing LGBT2+Etc representation over actual quality in hiring their shitty Fire Chief.
12. Allowing California's Almond Farms in San Joaquin to use like thrice the water of fucking Las Vegas during water shortages.
13. LA's mayor fucking off to Africa during the crisis while her constituents and their homes burned.
14. Failing to address the rampant cases of homeless nutters setting random fires.
15. Gavin Newsom attempting to somehow blame Trump for this.
16. Fucking up their fire management so badly that insurers refused to take on the increased risk, California attempting to force the issue at gunpoint, and insurers leaving the state.
