This is about the City itself as a municipality because it operates and is funded separately from DWP.
Public Works: They will have a lot to do once the fires go out, as roads, streetlights, and engineering all fall under this department. To start, they will likely be tasked with clearing the roads of burned out cars, landslides, fallen trees and whatever random shit ended up in the right of way. PW will also be tasked with disposing of all of this waste in the ROW. Where they are going to take all of this crap, I have no idea on the landfill situation there, but being California, I’m sure it it’s dumb and gay and probably requires a fuck load of permits and figuring out what do with abandoned vehicles if they aren’t totally burnout husks. If a car can be identified and isn’t burnt to a frame, they could pawn that off to LAPD or LCSO or CHP to have them deal with it and try and get some pesos for citations on it, but they still have to get said vehicle out of the way and turn over the info to the appropriate LEO office.
Next, they have to install new streetlights, traffic lights, road striping, and other things like school crosswalk button and lighting and so on. How many spares they have on hand, I don’t know, but this is fairly easy to source. They’ll also have to buy all new road signage since the paint scorched them unreadable. This is a pain the ass since there’s a LOT of road signs, both custom and standard, and all signage has to conform to the Federal Highway Administration’s Manual Uniform of Traffic Control Devices. Next time you drive somewhere, take a look at all the goddamn road signage; it’s wild, so imagine that over how ever many acres and what it takes to replace all of that. PW just can’t say ‘good enough for government work’ while doing a half-assed job and then call it a day. This is how cities get bent over a table in traffic lawsuits. Oh, and guardrail replacement will need to be done where necessary and maybe even in new places or upgraded to meet revised MUTCD standards. What fun!. They can easily install new streetlights, but as with the lift stations mentioned above in the first post, no power = no testing and installation and connection. Some of the 101 near Malibu that burnt might be Caltrans jurisdiction, but whatever.
LAFD: Shouldn’t be too bad. Mostly consumable items like hoses, turnout gear and vehicle maintenance. Maybe some overhaul milestones might be hit, but again, that happens.
LAPD: Not much impact equipment wise.
So, who pays for all of this?
lol. LMAO. From what I can tell, they are self-insured. Most states have municipal insurance pools for smaller communities to leverage buying power and risk spreading. Also, it’s not like they are calling up Allstate and getting a quote from them. So LA is on the hook for ALL of the massive amount of overtime getting racked up and ALL of the equipment and installation costs. I cannot stress how how much all of this replacement stuff is going to cost and how much labor time is going to cost; it’s time-and-half at minimum and the union boys are going to be feasting. Plus, throw in the admin costs of the paper pushers just on procurement alone and it’s going to murder their budget. LA and California, like most cities and 46 states, runs a FY from July 1 - June 30. And since a fair bit of the more technical work has to be outsourced, contractors are going to absolutely buttfuck the city on every single contract.
FEMA will eventually pay out a decent percentage of costs for everything, but I cannot stress how fucking awful they are to work with and the level of detail they want for reimbursement and the arcane rules for allowable costs and federal procurement policy requirements set forth in 200 CFR. LA has staff that has worked with FEMA in the past on smaller disasters, so they got that going for them, but nothing to this scale and it aint free to to employ people to get the reams and reams and reams of documentation that FEMA demands to see before reimbursement. Someone mentioned this like 200 pages ago, but LA won’t see that money for 5-10 years. Seriously. This “who pays what” portion of my ‘tism rant also applies to the the DWP post above, too.
And this is just the City of Los Angeles. LA County, Malibu and any other independent city that got fucked up will have to repeat the above and the smaller the jurisdiction the worse its going to be because they have fewer resources and paperwork warriors to push back against the state’s inevitably gay and hidebound response to get shit done and also deal with the federal hydra.
