Trump wants technology transfer. It's obvious if you look back to term 1 and his ambitions to make a American iron dome against ICBM's. For something at that scale, having outside help using battle tested systems like David's Sling which was already co funded by the US, would greatly speed up this project than trying to do it ourselves

There's only so much training can do. It doesn't make you clairvoyant. War casualties are mostly not due to insufficient training on the part of the casualties.

You are correct that artillery is a main cause of modern military casualties, but you would be surprised what proper training can do. There is a reason that US casualties in Iraq were 4,507 KIA and the Iraqis suffered over 70,000 KIA. Most coalition soldiers in the GWOT had two opinions of US soldiers: either they were cowardly pussies who resented our soldiers for being aggressive, or they recognized that our training is superior and contributes to US combat success. I know it's popular to make fun of the military and call them all zogbots, but the US military dominates the world for a lot of reasons and luck is not one of them.
