The way to do it is to have guards posted, either real people or an automatic security system, who can then call in for a larger force. There's no foolproof system that doesn't require manpower in order to operate.

The cartels have been helped by the CIA/feds in many cases, changing that, cutting them off from protection and actually hitting a few of them in the mouth with some well placed specop or drone strikes will bloody them.
