Anyone who is pardoned by law cannot refuse to testify in a congressional, civil, etc hearing under the 5th ammendment. If they are found out to be lying in said hearing that means they committed perjury which is a separate crime from the ones they are pardoned over ergo the pardon doesn't cover it.
