They can choose not to comply and suffer the budget blowback. Again, speaking strictly of schools, if Trump was willing he has the power to cut off the 15 to 20 percent of federal funding for schools that choose to keep tranny shit. That is the level of budget cuts where entire schools are closed. There would be a lot of anger at the state level politicians. Trump would just have to have will to say "No, according to whatever equal rights act, you are discriminating against women by letting trannies do whatever. Federal funds for education are tied to the legal non discrimination against women and therefore, we are retracting all federal funds until you comply"

Not to mention, the house passed a bill mandating that students are only allowed to play sports aligning with their birth sex, so we are already seeing some progress.
