the biggest problem with taking down the cartels is we'd have to invade most of South America to do it, and also the cartels aren't just a bunch of renegade outlaws. Mexico in particular is corrupt all the way to the highest reaches of the Mexican government.
I believe this would result in domestic insurgency. The cartels have so many through-ways into the nation and so much drug money that they could crank up the murder rate until it becomes politically unpopular to act against them.
