You may or may not be right, but I would argue that, not having to expend the colossal amount of resources involved in having to do it over the Atlantic and maintaining bases in largely hostile foreign countries would free up A LOT of said resources to just go ahead and be a military superpower with almost no overhead. I bet for every 20m dollars of actual fighting power, the US military had to spend 1b in logistics to make it happen on the other side of the planet, but Mexico is very close and I bet they could put up 10x the amount of fighting power for the same price.
