You're probably thinking of FedNow which is something Null has talked about before. It would allow money transfers between American citizens and theoretically prevent people from complaining to payment processors and the like to effectively remove someone from the Internet by cutting off revenue streams. I believe that it was eventually released sometime last year, but I haven't looked into it or to what extent it's available.

At conception you have either XX or XY chromosomes unless you're a very rare mutant, meaning that you belong to either the female or male sex precisely as defined in the statement. XY males make sperm and XX females make eggs. It doesn't say you're making sperm or eggs at conception. It says you belong to one of those two defined groups.
