Trump didn't pardon because he didn't think the feds will really go though with throwing the book at 1000+ people for trespassing. He thought that the gentleman's agreement to let the shit the previous admin do slide would hold. It didn't and Joe's admin did everything in it's power to fuck over Trump and his supporters. It is why Biden's admin pardoned so many people on the way out because Trump is bitter, jaded, and the gloves are now off.
