Given that avian flu is difficult to contain and culling practices are undoubtedly necessary, subsidies to aid in replenishment of flocks will help stem the bleeding of egg farmers whose livelihoods can be suddenly wiped out without warning, yet who will still have all the necessary facilities and expertise in place to go right back to work. Investment in safe, healthy, high quality breeding farms will prime the pipeline to allow farms to expand, and new mid-size farms to be started by entrepreneurs; with prices so high, government assurance against risk should remove any impediment to explosive growth in supply until prices can at least normalize against general inflation. And to get people involved at all levels, the Trump administration can work with local governments on zoning, construction and resources to allow everyday Americans opportunities to keep chickens of their own.
