You do realize Japan is more than the Tokyo Greater Metropolitan Region and Osaka, right? There's large swathes of the country where vehicle ownership makes life a lot easier. Where I was, everyone owned a car. Granted, they took a train if they worked in the city or had business to conduct there, but there were cars and parking lots galore where I was, all my Japanese coworkers owned cars and it wasn't inaka, it was a commuter town in the Greater Nagoya region. How the hell could a nation become an international automotive powerhouse if it hated cars on principle?
