It was a part of the Obama foreign policy, he saw it as natural for local hegemons to exert control of their regions. That's why he was so soft on Russia, Iran, and China. He believed their domination of their regions would lead to an increased feeling of local security, thus acting as a stabilizing force globally.

Russia took back control of eastern Ukraine, and Crimea, then held a plebiscite where the vast majority voted to rejoin Russia. Obama, relying on the holy democratic process, pretty much did jack shit.
