You seen his first day and Biden's where they just throw out all of the past presidents executive orders, hell Trump threw out one from LBJ, they don't have any real lasting impact.
If you want real change you need them to become actual law or amendments and both sides know a lot of the orders are going to go to the Supreme Court.
Executive Orders are impermanent, yes, but they are not the last or only thing that Trump can and will do. What they are, though, is fast, easy to do, and immediately go into effect which is very important for Trump's overall long term strategy to disrupt the enemy, create openings, and build momentum to support tactical gains. Let me explain in more detail.
Speaking from a completely dry, context-free view, Trump occupies a weak position: the majorities in both Houses are razor thin, elements of his own party do not support him, entrenched opponents in the executive are colluding with well heeled interests, the media hounds him, and his opposition has no moral boundaries. The logical, likely outcome of such a position is that his entire Presidency is smothered in the cradle, bound up in a thousand struggles, bled dry from attacks from all directions, impotent and directionless. Essentially a repeat of his first term, but more vicious and blatant.
The additional context that provides his exit strategy is that his opponents are held together in alliance by very loose convenience, the populace truly desires change, and his internal in-party opposition are easily cowed into compliance. To take advantage of these factors, however, requires that Trump
take the initiative and force his opponents into a reactionary stance. He has to stay ahead of the snare inherent in defensive action and maintain a political and cultural momentum. That is why he was signing EOs and Pardons before the champagne got warm on Inauguration Day, to immediately burst through the planned ambushes and launch his own counter-offensive.
As we saw, his opposition was completely unprepared for this blitz of action, and since they are a coalition of different interests they were splintered in where to focus.

While they scattered his opponents, the EOs/Pardons also motivated his base to immediately double their fervor in support, evangelism and pressure on representatives. I think it is impossible to overstate the absolute shock it is to the majority of American to see within hours of swearing-in such immediate, decisive action being taken, and to see how it has restored civic morale.
He knows, from his business and media career, that there is a feedback loop to success and attention that will continue if he feeds it smartly and takes advantage of the increasing support he gets from each action. The EOs, posturing on Columbia, Vance folding the media, etc, all feed into this and take advantage of it, as he builds more momentum and political capital it allows him to exercise additional power outside of his direct control. At a certain point, the rogue elements in his own party will either capitulate to him, or be replaced - and at that juncture the temporary gains from his EOs can be solidified into law. The courts, while they pretend to be neutral, are also swayed by this type of soft power and will bend to his will eventually.
The only way he gets to any kind of permanent change is by making these temporary changes - these are the opening salvos to open up a line of attack into the heart of enemy territory.
