Its not any sort of military might but rather the knowledge they will do truly horrific things to you and your family. They then offer your a small boatload of cash and the choice becomes "See me and my family killed after they gangrape us all and use our intestines as ball gags" or "Get paid several hundred thousands USD to let them continue to work"
