President Donald Trump signed an executive order Tuesday seeking to limit access to gender transition surgeries for people younger than 19, marking the president’s latest policy move against transgender rights.

The order, titled “Protecting Children from Chemical and Surgical Mutilation,” looks to stop the U.S. from funding, sponsoring, promoting, assisting or supporting gender transitions for individuals under 19 years of age.

PROTECTING CHILDREN FROM CHEMICAL AND SURGICAL MUTILATION​


By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1. Policy and Purpose. Across the country today, medical professionals are maiming and sterilizing a growing number of impressionable children under the radical and false claim that adults can change a child’s sex through a series of irreversible medical interventions. This dangerous trend will be a stain on our Nation’s history, and it must end.

Countless children soon regret that they have been mutilated and begin to grasp the horrifying tragedy that they will never be able to conceive children of their own or nurture their children through breastfeeding. Moreover, these vulnerable youths’ medical bills may rise throughout their lifetimes, as they are often trapped with lifelong medical complications, a losing war with their own bodies, and, tragically, sterilization.

Accordingly, it is the policy of the United States that it will not fund, sponsor, promote, assist, or support the so-called “transition” of a child from one sex to another, and it will rigorously enforce all laws that prohibit or limit these destructive and life-altering procedures.

Sec. 2. Definitions. For the purposes of this order:

(a) The term “child” or “children” means an individual or individuals under 19 years of age.

(b) The term “pediatric” means relating to the medical care of a child.

(c) The phrase “chemical and surgical mutilation” means the use of puberty blockers, including GnRH agonists and other interventions, to delay the onset or progression of normally timed puberty in an individual who does not identify as his or her sex; the use of sex hormones, such as androgen blockers, estrogen, progesterone, or testosterone, to align an individual’s physical appearance with an identity that differs from his or her sex; and surgical procedures that attempt to transform an individual’s physical appearance to align with an identity that differs from his or her sex or that attempt to alter or remove an individual’s sexual organs to minimize or destroy their natural biological functions. This phrase sometimes is referred to as “gender affirming care.”

Sec. 3. Ending Reliance on Junk Science. (a) The blatant harm done to children by chemical and surgical mutilation cloaks itself in medical necessity, spurred by guidance from the World Professional Association for Transgender Health (WPATH), which lacks scientific integrity. In light of the scientific concerns with the WPATH guidance:

(i) agencies shall rescind or amend all policies that rely on WPATH guidance, including WPATH’s “Standards of Care Version 8”; and

(ii) within 90 days of the date of this order, the Secretary of Health and Human Services (HHS) shall publish a review of the existing literature on best practices for promoting the health of children who assert gender dysphoria, rapid-onset gender dysphoria, or other identity-based confusion.

(b) The Secretary of HHS, as appropriate and consistent with applicable law, shall use all available methods to increase the quality of data to guide practices for improving the health of minors with gender dysphoria, rapid-onset gender dysphoria, or other identity-based confusion, or who otherwise seek chemical or surgical mutilation.

Sec. 4. Defunding Chemical and Surgical Mutilation. The head of each executive department or agency (agency) that provides research or education grants to medical institutions, including medical schools and hospitals, shall, consistent with applicable law and in coordination with the Director of the Office of Management and Budget, immediately take appropriate steps to ensure that institutions receiving Federal research or education grants end the chemical and surgical mutilation of children.

Sec. 5. Additional Directives to the Secretary of HHS. (a) The Secretary of HHS shall, consistent with applicable law, take all appropriate actions to end the chemical and surgical mutilation of children, including regulatory and sub-regulatory actions, which may involve the following laws, programs, issues, or documents:

(i) Medicare or Medicaid conditions of participation or conditions for coverage;

(ii) clinical-abuse or inappropriate-use assessments relevant to State Medicaid programs;

(iii) mandatory drug use reviews;

(iv) section 1557 of the Patient Protection and Affordable Care Act;

(v) quality, safety, and oversight memoranda;

(vi) essential health benefits requirements; and

(vii) the Eleventh Revision of the International Classification of Diseases and other federally funded manuals, including the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition.

(b) The Secretary of HHS shall promptly withdraw HHS’s March 2, 2022, guidance document titled “HHS Notice and Guidance on Gender Affirming Care, Civil Rights and Patient Privacy” and, in consultation with the Attorney General, issue new guidance protecting whistleblowers who take action related to ensuring compliance with this order.

Sec. 6. TRICARE. The Department of Defense provides health insurance, through TRICARE, to nearly 2 million individuals under the age of 18. As appropriate and consistent with applicable law, the Secretary of Defense shall commence a rulemaking or sub-regulatory action to exclude chemical and surgical mutilation of children from TRICARE coverage and amend the TRICARE provider handbook to exclude chemical and surgical mutilation of children.

Sec. 7. Requirements for Insurance Carriers. The Director of the Office of Personnel Management, as appropriate and consistent with applicable law, shall:

(a) include provisions in the Federal Employee Health Benefits (FEHB) and Postal Service Health Benefits (PSHB) programs call letter for the 2026 Plan Year specifying that eligible carriers, including the Foreign Service Benefit Plan, will exclude coverage for pediatric transgender surgeries or hormone treatments; and

(b) negotiate to obtain appropriate corresponding reductions in FEHB and PSHB premiums.

Sec. 8. Directives to the Department of Justice. The Attorney General shall:

(a) review Department of Justice enforcement of section 116 of title 18, United States Code, and prioritize enforcement of protections against female genital mutilation;

(b) convene States’ Attorneys General and other law enforcement officers to coordinate the enforcement of laws against female genital mutilation across all American States and Territories;

(c) prioritize investigations and take appropriate action to end deception of consumers, fraud, and violations of the Food, Drug, and Cosmetic Act by any entity that may be misleading the public about long-term side effects of chemical and surgical mutilation;

(d) in consultation with the Congress, work to draft, propose, and promote legislation to enact a private right of action for children and the parents of children whose healthy body parts have been damaged by medical professionals practicing chemical and surgical mutilation, which should include a lengthy statute of limitations; and

(e) prioritize investigations and take appropriate action to end child-abusive practices by so-called sanctuary States that facilitate stripping custody from parents who support the healthy development of their own children, including by considering the application of the Parental Kidnapping Prevention Act and recognized constitutional rights.

Sec. 9. Enforcing Adequate Progress. Within 60 days of the date of this order, the heads of agencies with responsibilities under this order shall submit a single, combined report to the Assistant to the President for Domestic Policy, detailing progress in implementing this order and a timeline for future action. The Assistant to the President for Domestic Policy shall regularly convene the heads of agencies with responsibilities under this order (or their designees) to coordinate and prepare for this submission.

Sec. 10. Severability. If any provision of this order, or the application of any provision to any person or circumstances, is held to be invalid, the remainder of this order and the application of any of its other provisions to any other persons or circumstances shall not be affected thereby.

Sec. 11. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

It's horrible that it took Trump to PROTECT CHILDREN FROM MUTILATION! There were people fighting behind the scenes for years and years and yet the dems couldn't be arsed to stop this. I'm happy but really sad at the same time. So much pain, so many victims. What a nightmare.

I came out in 1991, but you know what I mean, I knew way before that. Probably into the mid-80s. When I came out though I really did it, all the way out. I was active in college and very visible. I'd wear gay t-shirts and stuff. That was being very visible, like it was a thing.

This was all during the AIDS crisis too, and it occurred to me a few years ago, like 2015 or so, how far, far in history that period was. The ferocity of homophobia remains difficult to comprehend. And I wonder, because I saw a lot of it, if I downplay it and think it wasn't as bad as it was. Lol it was. Lots of people had it worse than I did though.

But here we are, and it's going to get bad for a while again. Wish it wasn't. Wish I could tell you the history of LGBT people has always been serene and gentle. But it hasn't. And unfortunately, here we go into the breach, etc.

Fun aside: I use the same username on Wikipedia. I wrote the Wikipedia articles for Stonewall riots, Harvey Milk, And the Band Played On, Lesbian, Daughters of Bilitis, Save Our Children, and a lot of other fun ones. Check them out. Some of them have changed a lot, but I wrote them, for the most part, because they were shit articles that needed a proper upgrade.

The gist of that response I referred to was a general: take care of yourself, don't ignore your mental health, but let me expand. Blame /u/Aalleto.

What to do for yourself

Fucking chill out, my god. Ok no. Your anxiety is real, your fear is real. Some of you are reading this thinking "Naw, she trippin' I feel nothing." Well I hope so, but the rest of us can get freaked out from time to time. And as I reference above, we're plunging into a prime freakout time, there's nothing that's predictable or stable about this. Is it a crisis? I don't know, but prepare for one.

  • Get a hobby
I give out this advice all the time and people look at me like I have a horn coming from my head. Whatever. Get into something that will occupy your brain. Break cycles of anxiety and fear. Concentrate on doing something new, something challenging, something where you can look back and say look how far I've come.

You know what I did? I wrote Wikipedia articles about things I thought were interesting. I learn, I focus, I made a thing, there you go. What do you find interesting? What have you always wanted or needed to do? Time to do it is right now.

  • Get medicated / therapy
Yes, this was the #1 advice in my response, again, blame /u/Aalleto. Extraordinary times will make your brain chemistry similarly unpredictable. There is no shame in getting medicated for anxiety and/or depression. You can talk to a regular MD about it if you're in the U.S.

This might be a rough ride. I hope we all come out unscathed but some of us probably won't. Some of us will come out with PTSD and depression among a lot of other stuff. It might not rear its head for a decade or so. My point is, don't neglect your mental health. Work on it now so it doesn't kick you in the face later.

Also risk management: alcohol and drugs are around us a lot and life really sucks so why not partake, YOLO and all that. It would be nice to have YOU around in 30 or 40 years to give hope to the next generation. Please consider them.

I'm sitting on a throne of privilege here, assuming everyone has access to stuff. If you have suggestions for people with few resources, please leave them in the comments.

  • Spend time away from news and social media
Even if TV or social media are your primary forms of socialization. Just get up, get out, go for a walk. Not kidding. It breaks the cycle of panic. Go find a park, make it your favorite park, go there every day. Find a tree and stare at it. Go be happy doing whatever you want. Make time and space for you to be happy, even for 5 minutes.

  • Fix your budget money's about to get really tight
Yeah, this is going to suck, for everyone. Time to budget. Don't accrue debt. Don't overspend. Stop spending on luxuries.

  • Grow your own food
Because it's about to get crazy expensive. If you have a yard, a balcony, a sunny window, start gardening for yourself. Grow lights are pretty cheap. Lettuce and greens under grow lights and there you have salads. Financial recessions: the gateway to gardening!

  • What did you win today?
End of the day, recount what you won. My wife and I are together, safe, and happy. We are winning.

A lot of your anxiety snowballs, but a lot of that is abstract stuff, like not knowing what the future will hold. It's really overwhelming at times, I've been there. And that means, I am there sometimes throughout the day. But you have to make an effort to focus on the concrete, the stuff that's right in front of you. What you currently have, and what is possible for you to work towards. If you can't control your negative thoughts. see the advice about getting medicated. It doesn't mean you're crazy because things are going to shit. It means you need to function.

What to do for others:

  • Support other LGBT people, businesses, go to them, spend money, tell them they're great.
  • Show up to Pride and be outrageous, per usual
  • Write Wikipedia articles
My time was back then, your time is now. Find a crappy article and make it better. Facts are real, they need defending. Be a patient editor, the arguments have always been tedious. Millions of people have read my writing, maybe you have too. I'm no one particularly special, just a normie with access to a library.

  • Join or start a group for queer people. Read about the Sisters of Perpetual Indulgence (I wrote part of that article). They formed in response to the AIDS crisis. Start a chapter or make your own thing. Serve LGBT people, they're going to need help. Find what people need. Be creative, are you queer or not?
  • Run for local office. If you're in a blue area, go nuts. If you're in a red area, run red. Get funding, etc. Vote blue. For some stupid reason, red state voters like blue policies, just not blue people. So get your red hat on and kiss some babies. It's ok if you want to talk smack about us, we're in on it. As long as you keep voting blue and smiling and lying to red voters taking their money keep doing it. We need some long con energy.
  • Fuck shit up
Read about ACT UP and Larry Kramer, what an asshole that guy was. Now I look back and think, ok right on, that energy is really needed again. Direct action protest was a wild fucking time. Let's not make anyone's lives boring, being queer people oppressed YET FUCKING AGAIN.

COINTELPRO is really interesting. Read about it. Did you know that most service-like organizations, like small local political organizations and churches, are run by people who are overextended and overworked, sometimes volunteers who are not well thanked?

  • Fuck more shit up
Get off the internet, put your phones away. Use your brain. Anna Jai Kingsley did nothing wrong. I wrote her article too.
