Sounds like I'm significantly wrong and uninformed. I have vague memories of PP being a continual target of Republican congressional ire for most of my life, and being chased out of some states, so I've always assumed it relied mostly on (blue) state money and private donations to operate, or at least has in the past.

In theory, they could try to go without federal funding entirely- this seems impossible and mostly pointless, but there's probably some smaller organizations out there that don't have any federal strings and will escape this EO for now. That's what makes liability so interesting to me- there won't be any way around this if no doctor will prescribe the controlled substances they want for fear of a lawsuit a decade later.

CrossFit Games announces a new policy requiring athletes to compete in the division matching their birth SEX “universally and with NO EXCEPTIONS.”​

In a significant policy shift, CrossFit Games has implemented new rules requiring athletes to compete in divisions matching their birth sex, marking a reversal from its previous inclusive stance toward transgender athletes.

The organization’s latest rulebook, updated January 20, 2025, states that athletes must “register and compete in the gender division corresponding to their gender assigned at birth” throughout all competition stages, including the Open, Community Cup, Semifinals, In-Person Qualifying Events, and Finals.

This marks a dramatic change from CrossFit’s 2019 position when then-CEO Greg Glassman announced at an OUTWOD event that transgender athletes could participate in the division matching their identity. At that time, Glassman had declared, “CrossFit believes in the potential, capacity, and dignity of every athlete. We are proud of our LGBT community, including our transgender athletes, and we want you here with us.”

The new policy allows for rare exceptions only in cases of disorders of sex development (DSD), also known as intersex conditions, which will be evaluated individually. Otherwise, the rules specify that no exceptions will be granted, regardless of legal, medical, or personal documentation reflecting a different gender identity.

This development follows a complex history of transgender participation in CrossFit competitions. In 2014, transgender athlete Chloie Jonsson filed a discrimination lawsuit after being denied the right to compete as a woman. The case, which was settled out of court, highlighted CrossFit’s previous stance through their legal response, which emphasized genetic advantages.

The policy change puts CrossFit at odds with various other sporting bodies, including the International Olympic Committee, which has established guidelines allowing transgender athlete participation under specific conditions.

The announcement has sparked discussions within the CrossFit community, particularly given the organization’s previous efforts to build bridges with the LGBTQ+ community, including a $10,000 donation to OUTWOD from the CrossFit Foundation in 2019.

As this policy takes effect, it represents one of the most stringent approaches to gender division classification in major sporting competitions, with its universal application and limited exceptions policy.

I think the reference to the Parental Kidnapping Prevention Act is seeking to prevent a parent taking their child to be trooned out when the other parent disagrees - there have been a few of those going on over the last few years.

Why trans is seen as their biggest victim out of all minority groups is beyond me.
Democrats like to focus on Id pol of various stripes (racial, sexual orientation, troonery) because it sets them apart from the GOP and positions them as a champion of the downtrodden without having to take a meaningful stance on the class struggle.

Dems can’t talk about class struggle without pissing off their corporate mega donor overlords (who are ok with DEI faggotry, but not with socialism or Marxism), or pissing off their party bosses (privileged ivory tower types who don’t actually want to share power with dirty plebs no matter what they say.)

PP receives government funds but that money all goes to non-abortion services like mammograms and one of the conditions of the funding is that none of it can go towards abortions. Given how touchy abortion is I would expect PP's accounting here to be solid - even the appearance of taxpayer funded abortions could result in large cuts to federal funding or restrictions so onerous it has no choice but to stop taking the money.

If Trump goes ahead with a blanket ban on federal funds for gender treatments the most likely outcome would either be cordoning off gender treatments into a division that doesn't interact with gov't money or just ending those treatments altogether - hormone scripts are very unlikely to be more lucrative than federal subsidies for legitimate treatments.

The part I was focusing on was this:

... which goes beyond merely refusing to fund child transition, to (the implication of?) refusing to fund any institution that touches it. That's a much stronger threat to force total divestment across the board, directly funded or not.

On the other hand, I'm not sure PP would fall under "research or education grants" in the first place. Section 5 is a bit broader and simply tells the Secretary of HHS to "take all appropriate actions" against child transition in general, which could conceivably imply the same kind of threat if PP takes HHS money, but then the rest of the section doesn't really suggest that reading. It's possible PP could slip through this EO entirely, but this is probably where I should give up trying to interpret this and leave it to the lawyers to figure out.

"Montana Republican lawmakers advanced a bill Wednesday over Democratic opposition that would subject parents and medical providers to criminal penalties if they help transgender minors obtain health care treatments for gender dysphoria.

The legislation, Senate Bill 164, is one of several strategies Republican lawmakers in Montana and other states have advanced in recent years to prohibit transgender minors from receiving medical treatments that help align their appearance with their gender identity.

The effort, widely opposed by transgender people, their families and major U.S. medical organizations, has become a cornerstone of GOP politics in Montana and nationwide.

The current version of the proposed legislation passed by the Senate Judiciary Committee on a 6-3 party-line vote would expand Montana’s child endangerment statute to make an adult criminally liable if the person “knowingly procures or provides” puberty blockers, cross-sex hormones or surgical procedures to youth under the age of 16 “for the purpose of altering the appearance of the child or affirming the child’s perception of the child’s sex when the appearance or perception is inconsistent with the child’s biological sex.”

The bill, sponsored by Sen. John Fuller, R-Kalispell, would apply to adults “whether or not the person is supervising the welfare of the child.”

Some of the lawmakers who endorsed the legislation Wednesday said it would help curb the specifically listed medical services for minors who cannot legally consent to health care treatment. They did not reflect on the bill’s repercussions for parents directing other types of medical care for their children.

“I believe that any life-altering decision should not be made by, or to the effect of, a child under 16,” said Sen. Sue Vinton, R-Billings..

My first instinct is there might be a way to keep doing it if they created a separate subsidiary for gender treatments only and kept everything (facilities, money, personnel) separate from the rest of Planned Parenthood. This is an unusual setup for a healthcare nonprofit but common for government contractors, especially ones on cost-plus contracts - color of money is so important and so convoluted there that isolating the parts of the company which have to deal with it is good business sense, not fraud.

That said not an attorney, not an accountant, just a layperson who has been in the splash zone for this bullshit.

It's amazing how entitled this all is - Montana's bill does not prohibit talk therapy for dysphoria. Nor does it prohibit mental health practitioners for treating common comorbidities like depression or eating disorders. This is consistent with treatment guidance in (checks notes) much of Central and Western Europe, with parts of Australia starting to get the hint as well. Given how much troons like to complain about America and Trump you'd think they'd realize almost every other country on Earth has even less tolerance for their grooming-disguised-as-medicine.
