All of the other half baked paradox games had at least at been adequate for their target audiences (Stellaris was good for sci fi autists who wanted to roleplay their favorite fictional civ, HOI4 was good for armchair generals who wanted to kill an hour or two by drawing lines, Victoria 3 was good for anyone who just wanted to play dumbed down Vicky2, CK III was enough for the safe edgy crowd who just wanted to point and laugh at shagging their cannibalistic grandmother for the 12th time, etc).

Imperator Rome meanwhile apparently didn't appeal to anyone at launch.
I only bought it on sale a year after development ended so I have no idea what it was like before, all I know is that it became pretty good and I would consider it the company's 2nd best game, behind Stellaris
