This is almost impossible with TCAS. Both pilots should have had shit screaming at them in the cockpit of a proximity danger. Someone REALLY fucked up (most likely the chopper pilot not enabling his transponder because military pilots are retards who think shit doesn't apply to them) or this was intentional.
The plane was 400’ AGL configured to land. TCAS is going to be inhibited in that configuration for the plane. Responding to an RA with the threat (the ground) that close is too dangerous.
 
Which is fucking stupid because outside of an active warzone, there's zero reason not to turn the system on. Especially in a high traffic area. Only laziness, incompetence, or ego are the excuses.

If anyone from the plane survived this they may have just won the lottery depending on whether or not they can make a civil case out of this.
 
I fly a fair amount, and to and fro DC sometimes, and that is fucking horrifying. Imagine your plane is just cruising in for a normal landing, and then...BAM! Out of nowhere. You'd never expect it. For most death would have been instantaneous in that fireball...for the rest, plunging into the icy water, it would gave been milliseconds of sheer terror. Shocked anyone survived at all.

Betting it was a DEI helicopter Army pilot who had shitty ratings they let fly anyway.

What are you supposed to do with a “TRAFFIC, TRAFFIC” callout when you are circling to land and you are seconds from touchdown?

ATC cleared the MILOPS pilot to pass behind the CRJ. This is a case of a military jock not respecting the RNAV approach paths at DCA.
