I suspect more frequently it‘s to require other countries to support our globohomo efforts in exchange for economic benefits. The globohomo via foreign aid is probably the result of parasites infecting the accountability mechanisms. In the past, foreign aid would be sent out with the intent that it be used to fund things like developing water infrastructure and crop development. Instead it would be used by the local warlord to buy more luxuries for his mansion, while the locals die of starvation and cholera. To try to force the warlord to spend at least
some of the money on water infrastructure and farming, strings would be put on the money. It is all too easy for those strings to be perverted into something like funding trans indoctrination in the local schools.
