I've heard this bullshit for ten plus years, old SAers saying they were the height of online moderation.
They never invented a reason for people who create content to stay on the site and deal with the moderation instead of going anywhere else.
That was a problem even in the Lowtax days. People would contribute to Photoshop Phriday and other group goon activities in the hopes of getting on the front page. It wasn't a huge incentive but it was enough for people to put a bit of effort in.
