It is a holdover from older generations of leftists. They use someone’s young age as a means of barricading them from positions deemed ”important”. This way young talent is ground out into an obedient husk first via denying them respect, positions, pay, etc...until they learn to “listen to” (read: obey) the older members when it comes to anything.

It is one of the most insidious aspects of seniority that exist and is part of why I have a fair bit of hatred for older people in power. I happen to know personally several people in their 50s or higher on the left that see anyone under 30 years of age as a child.
