It's been decided that states cannot enforce their borders, it's a federal job. So Florida can arrest criminals for doing criminal shit, but they can't do immigration work on their own (usual work around is to arrest them for something else and hand them over to ICE).
This is deputizing the state force to be able to enforce the border. It would matter much more in Texas or states with land borders, but Florida sees some boats, no doubt.
There is actually some leeway here for agricultural reasons; CA used to defend its borders against evil Oregon fruits.
Part of the problem that the right chuds need to face is that if you want to support single-income families you need to deal with the fact that large swaths of the population are dumb as fuck and cannot effectively manage their finances. We've progressively dismantled the shit that would do it "for them" (e.g., 401(k)s replacing pensions, etc) and that's causing all sorts of fuckery.
Credit cards should be outlawed. Down with usury.
