Count how many times its happened? Imo he should just start from new. New username, new persona, new/different artstyle, more anonymity so no one recognizes its actually him. He should do this abruptly either months or even years later after his (hopefully) last xitter account deactivation, or while he's still running his current account, whatever its called.

Basically him juggling with 2 accounts, his "main" account/persona and the newer persona thats completely different from his fallenchungus persona and nothing alike. Basically like the opposite of the Shmorky-Stonetoss conspiracy. Instead of 2 existing people being conspired as being one in the same, and coincidental timings (shmorky leaves internet, months later stonetoss persona is born) its people finding out that 2 completely different users were actually one in the same, blowing their minds.

Its quiet obvious that absolutely no one, not even Jesus Christ, can convince Francis/Fallenchungus to quit the internet for good. So, he might as well just start an online persona from new.
