It’s a hard problem to solve. It only started really in Obama’s presidency and then exploded during Trump’s first term. An old school solution would be to require filing in DC, but that is such a pozzed district that it’s really not a solution. The better solution I think is for the Supreme Court to come up with harsher requirements for a universal injunction. They did this to some extent with facial First Amendment injunctions in NetChoice, but they need to be clear and harsh about it.
