It's a literal statement of how the vanguard of history is bursting like the Parasite from "Aliens" out of the old and dated past, replacing it in their minds with something modern and better. Once you understand how they think about it, you learn to hate modern architecture even more. That picture in question is Post modern in the extreme. Yet even that pales in comparison to your bog standard Brutalism and it's more modern variants that turn structures used by the Government from beautiful, open spaces that invite the people in, to closed and uniform blocks that impose and demand the people stay out.
