I have to wonder if Phil has real video cameras or just those fake decoy cameras.

Didn't Phil have a packaged delivered and not know it have arrived for days because he didn't go look outside? Wouldn't he have been able to see it if he was checking his cameras? Why does he jump up and run to the window whenever he hears a truck? Couldn't he bring up the camera feed to see what was happening out there?

It's already been mentioned, but for full context, Officer Whitney was explaining that the Renton PD use code 220 to refer to nuisance callers that are mentally ill and don't really need the PD's help and are a waste of police resources. Phil was one such caller, who they might have offhandedly told to get in contact with FBI in order to get him to stop bugging Renton PD.
