I think that is the biggest assumption we place upon the Roman period. No other power in the Mediterranean basin was doing good at the time of Rome's rise as a republic. Trump's talked about constitutional amendment would only allow non-consecutive term holding presidents to be eligible for a 3rd term, and there's only ever been 2 of those, so no, no it wouldn't benefit democrats at all.
