I don't know the exact number of empty units, but the issue is both the sheer volume of units, and the fact that the population relied on them massively as an investment vehicle. I've heard various reasonings and explanations for why the population is so reluctant to invest in the proper stock market, but at the end of the day, they are, and instead preferred to buy property, hedging on it always going up. For many families, its quite literally their life savings. And for the local governments, development and construction was a huge portion of their revenue base - as I understand it, the central government collects ALL the 'traditional' tax revenues, so the local governments fund themselves via those development projects, selling lands to build more empty apartments on.
