Fucking hell. No, it most definitely does have a specific doctrine. FFS. Mussolini wrote it out in simple to understand words.
1. Man is not an individual. He is a spiritual being subsumed into the cosmic(religious) whole by gradation of obligation, starting with his family all the way to the State which is the highest transcendent authority ordained by Nature.
2. The State which is the sole sovereign authority is self reinforcing. It answers to no man. Not the Proletariat. Not the Bourgeoisie, and not the Aristocracy. It does not even answer to its own leaders. It answers solely to the Doctrine of the State in whom the interpretation of said doctrine is given to those who through will master it and thus those who are a part of it. The State is indivisible and all abide within it and none without it.
3. Fascism is the ultimate triumph of Liberalism and Socialism, and also its ultimate negation. It is the apotheosis of both and implements solely by the rigorous application of the sciences both political and natural to bind both the natural and the political into a new universal truth of the all encompassing State in which there is no scientific truth but the State.
4. In so far as an individual must always exist due to base human nature, it may do so. But always within the confines of the State, where his or her personal liberties are curtailed when dangerous, and directed when allowed. Always for he purpose of the State and never without.
