Then you have the current set up which is the oppisite the kids are fucking money and the district gets money for each kid in the seat and all it takes is one or two kids to hold everyone else hostage, with their distruptions.

Also the lesson plans are micromanaged by the state you have to move so many kids along the smart kids are bored an give up the slow kids are frustrated and give up. small class sizes and giving teachers the freedom to do their job would be best in my opinion

Also unless it's the last quarter, if a kid fails the first 3 you have to give them a packet (made by the teacher) to do to "make up" that failing grade, which is returned the first day back and is most likely the parents completing it. If 4th quarter failure, they go to summer school.
