Governments are there to manage, provide essential services, upkeep infrastructure and occasionally give grants to promising enterprises or charitable causes. The money they spend almost never leads to increased tax revenue from increased economic activity, especially in this case where you have dilapidated but functional roads going from 99% utility to 100%.
